CRS South Sudan is seeking a Nutrition Program Manager II – Team Leader for an anticipated 12-month USAID/Office of US Disaster Assistance (OFDA) funded program in South Sudan.
The Nutrition Program Manager II Team Leader is responsible for ensuring program deliverables are met, implementation of effective systems and processes in targeted areas, and high-quality health, nutrition, and WASH programming. The program is designed to complement and integrate with existing CRS programming in Greater Jonglei, notably the food assistance, food security and social cohesion programming. The PM II will be the technical lead for the nutrition component of the program. This position will be based in Bor Town, Jonglei State with an estimated 80% travel to field locations.
Roles and Key Responsibilities:
* Provide management, technical oversight, and direct supervision of the program sector teams to ensure program design, implementation, monitoring, and evaluation are in line with CRS program quality principles and standards, donor requirements, and best practices.
* Ensure effective planning, coordination, and integration of efforts with existing CRS programs and other key actors programming in targeted regions to optimize shared use of technical expertise, assets, and facilities as well as strengthen the collective impact of CRS interventions.
* Lead the development and/or adaptation of technical guidelines, standard operating procedures, and training materials for the programs interventions (e.g. Care Group Models, integrating nutrition into health, etc.) and ensure use of appropriate systems and tools.
* Lead the technical management of all consortium-level nutrition programming, including CMAM, stabilization centers, IYCF-E, and Care Groups. Develop systems to ensure high quality and consistent delivery of nutrition services across all partner and CRS-supported clinics. Ensure all nutrition programming is exceeding MoH and WHO minimum standards.
* Lead on coordination with partner organizations and the consortium steering committee, including management of all partner relationships.
* Lead the design and roll-out of the programs rapid response fund, ensuring appropriate coordination with OFDA.

* Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
* Experience leading a consortium across multiple geographical areas
Experience in project management, including project design for direct implementation with funding from public donors.
* MEAL skills and experience required.
Staff management experience and abilities that are conducive to a learning environment.
* Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Required Languages – English
Travel – Must be willing and able to travel up to 80% of time in remote and insecure field locations.
Supervisory Responsibilities Direct supervision of Program Manager (×2) – WASH, Health, SBCC/Care Group Senior Project Officer, MEAL Manager, Medical Logistics Manager. Technical supervision of national field-based program teams.
* Master’s Degree in Public Health (MPH), Registered Dietician (RD), or related subject. Additional experience may substitute for some education
* Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in direct implementation of emergency nutrition and primary health care at the facility level, especially among mobile populations.
* Experience in managing multi-partner programs (e.g. UN, USAID, etc.) and moderately complex projects in remote field settings with an international NGO.
